Population control in India

Population control is the practice of artificially maintaining the size of any population. Day by day, the increasing population in India is becoming a huge problem for the nation. The population of India as per the 2011 census was 1,210,854,977. India added 181.5 million to its population since 2001( that's a huge amount, slightly lower than the population of Brazil). India, with 2.4% of the world's surface area, accounts for 17.5% of its population. Uttar Pradesh is the most populous state with roughly 200 million people. Over half the population resided in the six most populous states of Uttar Pradesh, Maharashtra, Bihar, West Bengal, Andhra Pradesh, and Madhya Pradesh. Of the 1.21 billion Indians, 833 million, live in rural areas while 377 million stays in urban areas. 453.6 million people in India are migrants, which is 37.8% of the total population.

Today this population increased from 1.21 billion to 1.37 billion. So can assume till the next census ( that will happen in 2021) the population will touch 1.4 billion that means an increase of 190 million in a decade( 10 million more than the last decade), it is very dangerous as all of us know that many resources are limited, so how will everyone survive ?? If the population increase with the same rate for the next 2-3 decades it's gonna be nearly impossible to manage it later. Not only resources, but it will also affect employment, forest areas (which will create an imbalance in nature) and so many other things.

 It will be wrong if I say the government has done nothing regarding population control. But the government is indeed working very slowly on this issue. The biggest example is POPULATION CONTROL BILL 2019, as the bill should be acted a decade before.

 

What is Population Control Bill 2019:

It is a proposed bill introduced in the Rajya Sabha in July 2019 by Rakesh Sinha. The purpose of the bill is to control the population growth of India. According to the World Population Prospects 2019 report by the United Nations, the population of India is set to overtake that of China within a decade. The proposed bill was signed by 125 Members of Parliament (MP) and is yet to become an act of law.

 On 7 February 2020, the Constitution (Amendment) Bill, 2020 was introduced in the Rajya Sabha by Anil Desai, a Shiv Sena MP. Desai proposed to amend the Article 47A of the Constitution of India to state -

The State shall promote small family norms by offering incentives in taxes, employment, education, etc. to its people who keep their family limited to two children and shall withdraw every concession from and deprive such incentives to those not adhering to the small family norm, to keep the growing population under control.

 The 2020 bill proposes to introduce a two-child policy per couple and aims to incentivize its adoption through various measures such as educational benefits, taxation cuts, home loans, free healthcare, and better employment opportunities. The 2019 bill proposed by Sinha talks about introducing penalties for couples not adhering to the two-child policy such as debarment from contesting in elections and ineligibility for government jobs.

The government had taken some steps earlier too like advertising the condoms, oral pills and slogans like HM Do Hamare Do... But there were no bills passed regarding this problem which leads to a rise in population continuously. But now a proper bill has been passed, which will surely give some results. In countries like India, the biggest contribution to population growth is from the side of people who lies below the poverty line, but you can't say only them guilty for this. Every single of them is forced to do 5-6 or some children to earn their daily livings which also increases the child labor and illiteracy rate in India. So the government's responsibility is not only to form such bills, there is a great need to work on education and unemployment.
